Rate on technology and craftsmanship: Vitebsk customs officers clear more than 1,000 cars at the border every day
Officials of Vitebsk customs daily clear more than a thousand cars crossing the border.
Today we are able to ensure the dynamism of the process of clearing goods and freight flows following air, rail and road transport. We are improving the forms and methods of working with people crossing the border. Inspectors of four customs posts - Novopolotsk, Orsha, Bigosovo and Urbany - by their diligent work make a significant contribution to the replenishment of the republican budget, protection of the interests of the Eurasian Economic Union, protect us from the penetration of prohibited and dangerous psychotropic substances,- noted the head of Vitebsk Customs Adviser of the customs service of the I rank Pavel Lobachev. – Customs infrastructure is actively developing on the state border with the Baltic countries. So, the reconstruction of the Urbany checkpoint is nearing completion. Starting July 1, Vidzy ACP will become international, which will redistribute the flow of transport in connection with the reconstruction of Kamenny Log ACP in the Grodno region.
Every day, Vitebsk customs officers clear about 1.2 thousand trucks and cars at the border. The Vitebsk Airport checkpoint "" took in 2 times more flights in 2019 than a year earlier.
One of the main tasks of customs is the efficiency of operations. In the Vitebsk region, about 95% of goods exported from the EAEU are processed in less than 5 minutes, more than 90% of goods imported – within two hours. In addition, customs officers counteract cross-border crime and drug trafficking. In particular, last year they seized 130 kg of hashish and 10 kg of ecstasy, and in January of the current year - a consignment of poppy straws, from which more than 900 thousand doses of opium can be made.
- Professionalism and competence of officials allow us to achieve the objectives set by the state and look with confidence to the future, - Pavel Lobachev assured. - We encourage the initiative of officers, their desire to increase the level of knowledge and education. Career growth and rewards are guaranteed to the most distinguished. One example is Nikita Smolsky, inspector of the customs service of I rank, who became deputy head of the department of customs investigations after several years of service.
Nikita graduated with honors from the Law Faculty of VSU named after P. Masherov in 2014. The young man was offered a job by many law enforcement agencies, but he chose to serve in the customs authorities. He does not regret the decision.
- I was warned that in the beginning I would have to take, so to speak, the young fighter’s course - to work at the Bigosovo republican customs clearance point in the Verkhnedvinsk district. It is about two hundred kilometers from Vitebsk. Getting uncomfortable, but I agreed. According to the schedule, after three days I took up duty, conducted customs clearance and control operations, and analyzed the data of the X-Ray inspection system. X-Ray inspection system is, simply put, a large X-ray that allows you to scan machines. Once I managed to stop the export of a large batch of cigarettes hidden in hiding places in a car, with its help, - Nikita Smolsky said. - Two years later, I transferred to the regional center, where I took up jurisprudence. Our department is engaged in the conduct of the administrative process for the violations detected at the border or as a result of post-customs control, and also inquiries in criminal matters. So, it was necessary to prove the guilt of carriers suspected of moving more than 300 kg and 100 kg of hashish, in particular, to appoint biological examinations. This allowed us to confirm that they are related to the loading of prohibited substances.
As Nikita Sergeyevich emphasized, in order to achieve success in your career, you need not be afraid to act on your own, be prepared to remain in service after school hours, and most importantly, to like what you do.
March 22, 1993 Vitebsk customs post of Minsk regional customs was transformed into Vitebsk customs. Then in the Vitebsk region six customs operated, which were subsequently converted into one.
